Why must it have the same FP?

Because in the context of WWII infantry, a BREN 
had a touch more firepower than an Enfield. An MG 
42 had FAR more firepower than a K98. In some 
respects, the guys with the K98s were really 
glorified ammo carriers for the MG34/MG42s.
