[GZG] Some DS question, please help

I'm try my hand at designing some DS vee for my homegrown FT power.

1st what is the benefit ingame of having a Command and Control Vehicle
on the 
battlefield, I'm just not seeing it in the rules.   But might be missing
it.

2nd.   I remember once stumbling over a DS mod to play in the Hammer
Slammer 
universe, could someone post the link?
