Actually, in my campeign here in Ohio
NAC and ESU rolled out new designed based on the following..
 
NAC and ESU are both 2 factions rolled in to 1. NAC being basically  
Brittish/American.
Brittish layed down their designs then the Americans layed theirs down.
Use  
NAC much like NATO. Still letting the Brittish and Americans run their
own 
naval  productions, but of course share their designs and use in
fleets..
 
For ESU, its the Russians and Chinese..
 
Russians did not have the financial ability to build and maintane a
fleet.	
So with cooperation from the Chinese, and agreement made that the first
line of 
 ships would be comissioned primarily for Russian ideas and use, and
later  
designs initiated by the Chinese. 
In short, The chinese supply the money and the Russians supply the
builing  
ability. And like the NAC, the ESU maintane their own forces but share
their  
usage of ships ina  fleet...
