[GZG] ECM Weapons on Fighters

test ORC fleet has ECM Beam guns.

What is the thought having ECM beams being carried by fighters instead
of 
standard beams.   To allow your raiders to capture enemy shipping by
knocking out 
their Engines, Firecon, & Screens.
