Here are the differences:
NI: you know the ships are there, you just can't see them.

Bavarian: you know the ships are somewhere, but if the bases are here,
you know they're a diversion and the ships are really somewhere else.

Cheese Game escape shuttles: the shuttle may exist but you know that the
chance to escape is merely a cruel illusion.
