Strictly speaking, yes it counts as 4 weapons.	

Most players houserule that infantry don't count as a "weapon" and I
houserule that APSW are counted separately.  (So a Size-3 vehicle could
carry 2 squads, Turreted DFFG/2 and 1 turreted APSW).  You would still
have
the "free" APSW in addition, but you obviously wouldn't be using it very
often.
