IMO, missiles on the first round wouldn't get a seeking radius--so
they'd 
only have the 18mu range, not 24mu.

Yep. They are target-seeking weapons!
This rule presupposes that the fighter/antifighter balance has been
fixed, 
either by beefing up PDS or by allowing anti-ship weapons to fire in
point 
defense mode; and/or that you have some ECM to divert the missiles.

PTorps can't be shot down or ECM'd away. But yeah, these missiles act
like 
missiles instead of like mines, which is the way SM acts now.
