Most of this seems workable. I'd suggest:

a) all missiles (salvo and HM) launch after ships move, and thus can
attack their intended targets if they're close enough. Perhaps have 6
endurance points, each of which is good for 6mu movement--not
necessarily all in the first turn. Unused END could be used for terminal
attack maneuvers, more or less as you suggest.

b) delete the FCS tracking stuff for simplicity's sake.

c) I also concur that we need some ECM/ECCM interaction instead of a
straight 1d6 lock on. You might still miss a 50 year old tramp
freighter, but you'd expect to do better againt that target than you
would against a first rate stealthed and ECM'd	NAC cruiser.
