I always assumed that the larger the crew area, the more likely quality
rec
space. If everybody gives up an extra CC of space, it can really add up
with large numbers. ;->=

However, cargo holds seem especially apropos if the 'base' is supposed
to
resupply/repair/transship/etc. visiting ships.
