I have to agree that permanent *sustainable* societies are extremely
unlikely in the timeframe allowed.

For uninhabitable systems, it seems quite reasonable that many systems
would
have some sort of "prospecting/refeuling" base to support wildcatters
and
S&R (probably a couple of hundred permanent residents).  Many would be
government sponsored (for military refeuling) or simply to discourage
pirate
bases.

For extremely poor or marginal systems, these bases may have been
abandoned
or sold to private concerns (or even blasted to space dust by the
departing
government).
