Whoops, sorry I was confusing by including your part of the post; or,
are
you saying OU couldn't have such a licensing structure? AE is an
umbrella
to OU? I sure have missed much.

Or, I erred in assuming "Amazing number of former OU naval personnel
sprinkled among the crews, no?" would restrict of whom I was speaking. I
should think even former OU naval personnel would cover their past on
the
ships of other nations. Especially, if they are doing the observational
duties my part implied.

As I've proven in the recent past, what I'm saying isn't always what I
intended to.
