My irrational preference:

1) Indonesian Commonwealth  (6 mm too) foes of NPC
(non-canon)
2) LLAR/LIRA - use as NPC allies 
3) IF (IC mercs)
4) UNSC (got to have an elite "black" force available
for games.)
