My Generic Empire: 

Regulars: in Tracked Heavy
Elite: Hover Med/Heavy
Guard: Grav(damned things are expensive)
Territorials (Militia) Wheeled

There are exceptions like the Naval Infantry
which being classed as Veteran will have
allot of wheeled equipment just because it's 
easier to transport along with a small Grav 
strike force.
