Ummm.... well, by definition, that's what ROV's are:  Little Tanks, or
Armored Cars, or Scout Vehicles, or Attack choppers, just small and
unmanned.

But if you mean they look too much like a tiny MANNED vehicle, I refer
you to specific models that I don't think do.  As I've mentioned
before:
Paladin (DSM 103)
Striker (DSM 115)
Hunter (DSM 106) - though I think it would look better wit hthe turret
of the Rommel (DSM 110), which would do nicely as a remotely fired
GMPG.

I do to, but that doesn't mean the vehicles I just mentioned don't
look right as ROV's if you don't prefer arms.
