For hover skirts, I used air-drying clay.

Roll it out into "snakes", press it into where you want it go go, smooth
it, and let it dry in place. After it's dry, superglue it back into
place.

That's a 1/72nd Airfix Scorpion (British light tank/recon tank) with
extra
bits around and clay skirts. The skirts should be camo painted just like
the hull, but I didn't bother...
