Yes and no.  There's actually two rings in a cross-stitch hoop -- a
"broken" outer ring with a screw assembly and a solid inner ring, which
the outer ring tightens down onto.  I picked up a 3" one and a 6" one at
Michaels for $1.19 each.  I'll save the "broken" rings for some other
project.

The rings I got are wood, but they make plastic ones as well --
including some really big ones (12" or 18").

As far as being the size of Detroit or whatever... I don't know anything
about that.  I figure it's just a placeholder anyway.
