Correct.  This doesn't quite address the initial question, though.  

Normally a firecon locked on Target A can't also direct fire at Target
B. 
However, a firecon can be used for missile fire (at any target, or any
number of targets) *and* for direct fire against a different target in
the
same turn.  I expect this was just to keep people from having to track
firecon use across several phases.
