No, it doesn't.

It has very good standards support but not 100%. No browser has 100% 
standards support. I can think of things in both HTML 4.01 and CSS 
2.1 that Gecko (the rendering engine used by Firefox, Mozilla, 
Netscape, etc.) does not support.
