Hmm, another complexity would be different rules in different
regions, as like in "Fire Upon the Deep" (the Unthinking Depths
near the centre of the galaxy where FTL is not possible and
neither is thought, the Slow Zone where FTL is not possible
but thought is, and outer zones where FTL becomes possible
as do higher intelligences.
