I think we might need more basic fleshing out first.  By all means out

Are we going to have something like:

Major powers/minor powers/everything else.  Ala the FT timeline?
Will these Majors / first teirs be clustered togather? 
Will there be a set number of First Tiers, etc?

Or some other structure?
