Well, in real life, once an army got hold of an enemy tank (or at least
good
information about it), they would quickly set out to analyze it and
develop
tactics to hit it where it hurts. Optimizing an attack against a enemy
arnour is part of tactics.
Whether you know an enemy's armour might be made part of a scenario
design.
But it certainly would be unreasonable to be able to switch armour
distirbutions for the same mini from one game to teh next to mislead the
enemy (though you could argue about switching around add-on armour).

Ymight still face the choice of which of two widely separated enemies to
face.
Also, there really should be rules that allow tanks to be shot at while
they
are moving.
