Full Torque?

I remember that someone ran a variant of Full Thrust (?) called Full
Torque
at ECC a few years ago.

Anyone know any linkage to any rules or writeups for it?  A gaming buddy
mentioned that he'd like to try some Car Wars and I'd like to look over
