As an alternative to higher turret elevation, consider a cheaper system
with
a substantial minimum engagement range, i.e.hte gun (or whatever) cannot
elevate enough and track fast enough to engage aircraft flying nearby

By the way, this isn't Science Fiction anymore. A modern fire control
system
is good enough to aim at a helicopter and MPAT (Multi-purpose Anti-Tank,
a
hollow charge with a fragmentation skin) with a proximity fuse can take
it
down. So an Abrams or Leo2 comes close to your idea in real life
