I know "FOB" as "Freight On Board", meaning when ownership of a
package is transferred (FOB Ship Point means it's yours as soon as I
put it on the truck--if the truck wrecks and the package is damaged,
it goes on your insurance, not mine).

Knowing John, "Fractional Orbital Bombardment" also leapt to mind.
