Cossacks are a regional organized part of the 
army.	Border guards are almost always a 
paramilitary organization which is part of 
the government structure but not the army.
The NKVD was the military arm of the 
communist party, while the government paid 
the bill, the troops were party members and
owed loyalty to the communist party NOT
the government (while under normal conditions
the distinction is minimal since the communist
party was the government).
