I have the down loadable catalog in front of me in hard copy:  I see
nothing in 6 mm that specifically appears to be civilian casualties. 
Maybe the FSE Legionnaire Infantry pack (which I do not own) might have
beret wearing soldiers suitable for conversion?  that is DSM-132. 
Perhaps Jon can comment on the contents of that pack or someone who owns
that set.  I have, IIRC, only DSM-127,	DSM-128, and DSM-135.

Perhaps the 6 mm figures of Irregular (who does have civilians I am
sure)
and Baccus (I can't think of any unless you want people wearing
'archaic'
clothing styles.)  I have no idea what Nav-War/H&R would have.
