Also, if they use technology, they will need some kind of "hand" to
manipulate things.

Even at great depth, the dome would not have to be very strong if the
pressure inside is enough to cancel the outside pressure. Just a
balloon-like plastic foil would do from the point of view of keeping
water
out. Other considerations, like resistance to currents, animals,
accidents
or, indeed, weapons would define the neccessary strength. Quite
possibly, a
flexible rip-stop material would be preferable to a rigid sphere.
