Absolutely spot on, Brian.  Gives a  strong reason and background for a 
variety of scenarios - I'm looking at knocking up some Cross/Crescent + 
Hospital orders (see earlier) scenarios for my own games.  Gives some 
interesting motivations for the gamers.
