Beth, I'd suggest:

For rating distributions of troop qualities, format should be:
percentage
Y/G/R/V/E - 10/20/40/20/10 (for example) (adds up to 100%!)

For rating leaderships:
percentage
1/2/3 leadership: 20/60/20 (for example) (also adds up to 100%)

For other "how good are they" issues, a rating from 1-5 seems to be 
appropriate (I agree) with 1 being low end and 5 being high end.
