5) Will the troops show initiative? <this covers troops reacting 
flexibility
within the game, whether off their own thinking of a flexible command
system, obviously people with political officers would have to show 
the
initiative of "losing" said officer first before they got overly 
flexible ;P

higher represents more flexibility? (stubborn free-thinkers or well 
trained soldiers) lower represents lesser independence? (timidity or 
institutional repression of initiative)

- - availability (i.e. are they where they're needed when they're 
needed)

By this, you don't mean the second line troops, you specifically mean 
specialist assets like air, medevac, artillery, engineer, sniper etc 
(as the second line or reserve troops were covered independently 
above)?
