While I do think there will be UN territories, they don't have to own
land
to control departure taxes and shipping costs etc. They just have to
control
choke points, though this comes back to the individual's vision of how
FTL
works.

In my version of the GZGverse both. You have IAS (Independent Antarctic
States) ships flying under the UN flags, but also IAS crews on UN ships.
Mainly for deep space exploration as they do much of their groundforce
stuff
in alliance with nations that don't want their extreme climate areas (so
the
IAS "takes care" of such areas for them).
