Point 1. Check the publication date of the book. 
Point 2. Many authors (ie David Drake) choose to represent an era
(underlying their sci-fi) rather than to try to guess what the future
might actually be like. 
Point 3. Modern chutes seem to be able to put you down pretty accurately
if the wind isn't too extreme. That isn't even counting null-g packs,
thruster packs, computerized drop pods, etc. 

I was thinking about the ultralights for SG more likely (to insert spec
ops teams or arty observers or snipers).
Same with hang gliders.
