Actually, I don't remember the aliens going much after army (or Navy)
units. They mainly went for important cities, seats of government and
air bases, IIRC.
But yes, minor countries would be in much better shape than the big
powers.

As to Iraq, IIRC there was a scene in the film where western (British?)
pilots were flying with Iraqi ones against the aliens, with Tornado
fighters painted up as Russian-built Iraqi ones.
