The real problem was that the allies were still recovering from the
manpower lost in WWI, so the politicians and their electorate would
gladly
grasp any straw that would prevent two consecutive generations of young
men
out of the meat grinder.  It is hard to imagine what it would be like if
you didn't know anyone that had not lost a husband, father, or brother,
and
you were on the verge of inflicting the same sorrow on your children.
