In the days pre WGS-84 and GPS, this was the norm rather than the
exception.

Still the norm for many parts of the world. Sandbanks are notoriously
mobile.

FC radar you're using to track that lighthouse in order to get an
accurate
posfix is out-of-alignment by a few tenths of a degree.
