[SG/DS] force ratios

Someone asked abt force ratios.  According to
http://www.fas.org/man/dod-101/army/docs/st100-3/c8/8Chp.htm
(yes it's FAS but apparently taken directly from a real Army manual)
the following have a 50/50 chance of success:

Friendly mission / acceptable friendly:enemy ratio / position
Delay  1 : 6
Defend 1 : 3  Prepared or fortified
Defend 1 : 2.5 Hasty
Attack 3 : 1 Prepared or fortified
Attack 2.5 : 1	Hasty
Counterattack 1 : 1 Flank
