I agree about nukes. Small-scale use of chemical or biological weapons
might
be another matter.
If it's at a remote location, the evidence may well have dispersed until
investigators come in. There were allegations of the use of chemical
weaponry by Soviet (client) forces in Kambodscha and Afghanistan, which,
at
least as far as the public goes, were never conclusively proven. In a
terrorist context, a chemical event might well be an "industrial
accident".
And who's to say whether an outbreak of disease is due to bio-weapons or
poor hygiene ?
In such cases, enough doubt can be sown to make a user hope he can get
away
with it.
