Very much true.

HAMR is also a very precise weapons system.  Taking
out exactally 1 target is a different ball game from
having the potential to hose down half a squad.  Of
course, IMNSHO a lot of people want to whip out HAMRs
rather frequently.  They should be pretty rare unless
your scenario involves special operations forces.
