Well, the first major defeat of Romans by Parthians was Crassus, which
was late Republic.  There were Roman victories against Armenian
cataphracts and horse archers before Crassus (Lucullus), and victories
against Parthians soon after Crassus (Labienus).  Roman "discovery" of
horse archery (Parthian or otherwise) pre-dates the imperial period.

IIRC, the Roman discovery that the Parthians could use horse archers
