Pigma-Micron Technical Pens, you should be able to find them in most/all
art stores.
I think the ones I have are 0.1 mm in size (the smallest I could find).
I've got black, blue, and red (they also make a number of other colors
(I remember seeing orange as well). I use black for human
eyes, red for alien critters, and I bought the blue to try my hand at
tattoos (haven't tried it yet).
I've also noticed that my eyes look "better" if I leave more white
on the outsides of the eyes than the inside. If I dot in the middle
of the whites, they end up looking in two different directions. I
haven't
had any troubles with cross eyed miniatures (yet!).
