I see your reasoning behind the above list, just two remarks.

1) Even at the height of Tsarism or the Sowjet Union, people living in
small
isolated places in Siberia had hunting weapons. Of course, these small
communities hardly were a threat to the Central Power

2) Why do you reckon a Dutch colony would be armed to the teeth ?
