Agis,

The NAC, ESU, NSL and FSE fleets were out in 1993 (NAC and ESU were
earlier 
still).

Fleet Book 1 was published in 1998.

Somehow the players managed to cope during those intervening years. I'm 
certain that you could follow their example...
