Yes it is cannon

2159 California and Texas declare themselves independent from the NAC,
and 
claim all rights to the colonies on Austin and Fenris (which they rename

New Pasadena). After much diplomatic protest and sabre rattling, plus a
few 
token military strikes, the NAC accepts the declaration and the FCT
(Free 
Cal-Tex) is formed.

There's even 25mm SG2 miniatures for them :)
