Good question. There are various companies that produce 15 mm fantasy 
ranges (Essex, Chariot, Demonworld, Peter Pig etc.) Most of these have 
undead ranges that include Zombies. However, these are typically 
designed for "Medieval" fantasy and dressed and equipped accordingly. 

Or use some 15 mm civilians or militia types with a 'zombie' paint job.
