The 50% rule may hold true for ship borne weapons, but fighters are a 
whole different ball of wax.

By engaging outside the PDS envelope, you make it impossible for the 
ship to strike the fighters, regardless of ADFC. You can defend using 
that system, but it still allows the fighters to attack with complete 
impunity.

That is why, as written, the long range torpedo will never balance.

You may be reading the fighter torpedo rules wrong from your description
here.
Torpedo fighters roll to hit on a 4+ and then roll 1d6 damage for each
fighter that hits (for an average of 1.75 damage per fighter).

An old wargaming buddy and I were chatting about Dirtside the other day
and he inquired what was happening with the scenario book, Bugs Don't
Surf.  I told him I'd have to ask the list to find out.  Any news?  

IIRC I heard mention on list that DS was now out of print, a sad thing. 
Are there plans for a new version, or anything?

If it's out of print nobody told Geohex.  My copy arrived yesterday
along with some hovertanks and and a few APC's.  I would normally
say it is a bit pricey but they really do a quality print job.

Looking at my APC's, when does a vehicle cease to be an APC and
become a MICV?

In terms of current day vehicles :

1) Armament. APCs - M113, FV432, BTR-60/70, VAB, Saxon etc - generally
have MGs of one calibre or another, whereas MICVs - M2/3, BMP, Warrior,
Marder - have cannon plus optionally missiles. 

2) Passengers. APCs usually carry more passengers, MICVs give load space
over to weapons and ammo.

3) Fighting capability. MICVs often have firing ports allowing the
infantry to fight from under cover, in APCs they have to fire from the
roof hatches if at all.

In addition, all the vehicles that I know are classified as MICVs are
tracked, APCs can be wheeled or tracked.

As always, there are exceptions to these rules - the Swedish PBV-302 has
a 20mm cannon but would probably as an APC (Oerjan ?).
