hold on there... I'm really only expecting the Fleet Action to be a 
matter of 10-20 turns worth of game with each turn being several 
hours.

The particular goal is to arrange thing such that battles in ship 
scale have more of a reason to be arranged other than "so you're in 
space facing off against this other force of ships".

The times scales will likely not work out very well. Thats not the 
goal here. Remember, there is some suspension of disbelief (FTL isn't 
possible remember...).
