Several can be found here (Several are Win 3.1 apps, so no idea how well

This site claims to have a freely downloadable hex grid editor, but also
requires you to go through this little Java applet thingy to get to the
download page:

For those unable to run Win32 apps, I have copies of a set of PostScript
files for generating hex grids of various sizes by a fellow named Burton
Choinski in 1989. The neat thing about them is that you customize the
grid layout (including hexes within hexes) by changing some variables
defined (and nicely documented) at the start of each file. I can e-mail
them to anyone who is interested. The four of them are about 7k zipped
and as far as I know they are freely distributable.
