FWIW: In our Cyberpunk RP campaign we have the UN as a major power doing
much the same thing. I really cannot see the UN *doing* it much any
other
way... I spent a long time hunting up information on UN funding and the
various treaties and "non-binding resolutions" that they administer and
figured that all it would take is a group of very determined UN officers
and
the right set of circumstances...
