FWIW, if I were running a campaign, I'd say "first example of a new
class
costs 300% of the NPV cost" to reflect this.  That's for any new class,
though, not size-related.  I suspect NPV should be raised to an exponent
like ^1.2 or ^1.4 but that's a WAG
