One Word:
"Unions"

Sort of why naval mine warfare is so important but nobody wants to make
their career in it - no glory, no large number of people to command, no
'glorious ships' to command, and it's dull when presented to Congress.

The USAF is still dealing with the implications of RPV/Drone issues...
